Unravel the Ruckus proposes a lawful, time-limited reset: a two-year experiment to elect a new House of Representatives that truly reflects the country’s diversity and owes allegiance only to the people. Here’s how:

Random Selection After a Civic Baseline

Any eligible citizen may opt in. Participants complete a nonpartisan civic syllabus and pass a basic test, then enter a lottery. Winners serve one term—no incumbency advantage, no fundraising treadmill.

A Short Break to Break Bad Habits

For two years, the House will be filled by ordinary Americans—teachers, truck drivers, entrepreneurs, nurses, veterans—chosen at random from qualified entrants. With no reelection to chase, members can focus on governing, not grandstanding.

A Constitutional Amendment, Narrowly Tailored

We will advance a proposed constitutional amendment to authorize this two-year pilot and establish guardrails that preserve checks and balances while ending the incentive structures that fuel perpetual fundraising and careerist politics.

  • Syllabus and Test Development: Commissioning an accessible, nonpartisan civic curriculum and assessment to ensure baseline readiness for service.
