Course Overview
Participants will gain a comprehensive understanding of the legislative process, constituent services, and responsibilities of Congresspersons.

Hour 1: Understanding the Legislative Process and Introduction to Congress

  • Overview of the structure of the U.S. Congress (House vs. Senate).
  • The role and responsibilities of a Congressperson.
  • Key terms and concepts (bills, resolutions, committees, etc.).
30 Minutes: The Legislative Process
  • Steps from bill introduction to becoming law.
  • The role of committees and subcommittees.
  • The importance of bipartisan collaboration.
  • Assignment: Read Article I, Section 2 of the U.S. Constitution.
  • Engaging with Constituents
30 Minutes: Constituent Services and Communication
  • Understanding the needs of your constituents.
  • Tools for effective communication (newsletters, social media, town halls).
  • The importance of transparency and accessibility.

Hour 2: Building Community Relationships

30 Minutes: Establishing Local Offices and Staff
  • Engaging with local organizations and stakeholders.
  • Managing public expectations and addressing concerns.
  • Assignment: Create a draft plan for your first town hall meeting.
30 Minutes: Ethics, Responsibilities, and Governance
  • Ethics in Congress.
  • Overview of ethical guidelines and laws.
  • Navigating conflicts of interest.

Hour 3: Governance and Oversight

30 Minutes: Federal Regulations and Oversight Responsibilities
  • Understanding federal regulations and oversight responsibilities.
  • Working with other branches of government.
  • The role of Congress in budgeting and funding.
  • Assignment: Review the House and Senate Code of Conduct and prepare a summary of key ethical principles.
30 Minutes: Tools and Resources for Success
  • Utilizing Congressional resources.
  • Overview of congressional resources available to members (CBO, GAO, etc.).
  • Understanding your staff’s roles and responsibilities.
  • Tools for legislative tracking and research.

Hour 4: Leadership and Advocacy

30 Minutes: Leadership Development
  • Developing your leadership style.
  • Building coalitions and advocating for your priorities.
  • Long-term planning and goal setting for your term.
30 Minutes: Course Review and Enrollment
  • Review key points of the syllabus.
  • Take and pass the entrance exam for enrollment into the lottery.
